FY2024 Budget in Brief

Mental Health:

  • Maintenance of the FY2023 $27 million state funding increase to rates and contracts and an additional increase of $27 million in state funds for FY2024 that will be matched by $10.5 million in federal funding;

  • A one-year, $86.75 million investment for the Department of Human Services (DHS) “to shore up the workforce that upholds the system of home- and community-based services” -  This will include “a package of recruitment and retention payments, student loan redemption and related programs, subsidized training, and assistance for the translation of training materials into a variety of languages”.  Specifically, this will include:

  • $20 million for loan redemption programs for mental health (MH) and substance use SUD) professionals as well as Applied Behavioral Analysts and private duty nurses;

  • Up to $60 million for recruitment, retention and training for MH, SUD and intellectual/developmental disability professionals; and

  • Funding for free certification for Peers, Community Health Workers and others

  • Investment to establish 150 new residential placements for individuals able to live in the community.


Intellectual and Developmental Disability:

  • 3% DDD rate increase across the board ($72.5 million)

  • $1.25 increase for DSPs (likely dollar per hour amount, it is $83 million)

  • 10% increase to the housing component rate for providers ($5 million)

  • $3.2 million to implement the START model to address behavioral health crisis for people with IDD.

  • Through the 1115 Demonstration waiver renewal, Medicaid reimbursement will increase to $62/hour for RN’s and $52/hour for LPN’s to assist with retention and recruitment.
