David J. Silverman is a founding member of Mahoney, Silverman & Cross, LLC. David is a graduate of Lewis University and The John Marshall Law School, where he graduated with high distinction.

David’s practice has an emphasis in local government, land development, development-related incentives and land use litigation. Mr. Silverman has provided legal assistance to both governmental and private entities in such matters as annexation, zoning, subdivision, tax increment financing, special service areas and enterprise zones, as well as sales tax incentive agreements.

During his career, David has provided legal counsel to both the private and public sectors concerning the annexation of thousands of acres to various municipalities, including approximately 10,000 acres since 1998. Representative projects include: The Prairie Landfill in Will County; the $365 Million Dollar Aux Sable Liquid Products facilities located in a TIF district in Channahon, Illinois; the expansion of an enterprise zone for the Chicagoland Speedway at Joliet; TIF and sales tax incentives for the Chelsea Premium Outlet Mall with over 1 million square feet of retail in Aurora, Illinois; the creation of a tax increment finance district, special service area and enterprise zone, each consisting of approximately 2,200 acres at the Center Point Intermodal Industrial Park in Elwood, Illinois; and the Ryan Companies retail centers in Tinley Park, Illinois and New Lenox, Illinois. Mr. Silverman has also been involved in numerous residential developments as well as many smaller scale retail and industrial projects.

David is a frequent presenter regarding many issues involving local government and land use issues. Along with George Mahoney, he has authored “Governmental Financing of Development” in Illinois Land Use Law, published by the Illinois Institute of Continuing Legal Education, and has lectured at Continuing Legal Education and other seminars for the Illinois Institute of Continuing Legal Education, the Illinois State Bar Association, the Illinois Municipal League and governmental bodies on various aspects of government, land use law and various incentive strategies and agreements.

Mr. Silverman is a member of the Illinois State and Will County Bar Associations, Standing Committee on Marketing and Communications and Local Government Law Section Council.

In addition to his professional affiliations, Mr. Silverman is a gubernatorial appointment to the Board of Directors of the Joliet Regional Port District (Chairman, 2015-) which, among other things, owns and operates the airport at Lewis University. Mr. Silverman also serves on the Board of Directors of Crime Stoppers of Will County (past Chair), Easter Seals – Joliet Region (past Chair), the Chairman of the Canal Corridor Association (Chair, 2010-) and is an ex-officio member of the Board of Directors of the Channahon Economic Development Corporation.
