Basic Responsibilities:

Oversee day-to-day program operations.

Build and work with a diverse team using conflict resolution skills to demonstrate collaboration and a mutual-interest approach to problem solving. Mentor and coach employees to increase performance through training, assessing performance and advocating for development of opportunities, which result in skill gains.

Train program staff on all program components, such as eligibility requirements, intake/assessment, employment trainings, placement and retention services, and community agency connections.

Facilitate staff meetings using a teamwork approach.

Travel throughout two counties to provide on-site coaching and monitoring; conduct staff meetings in person and remotely through the use of technology, webinars, conference calls; conduct site visits with ESO President/CEO, Director of Veteran Employment Services, DOL VETS GOTR and elected officials.

Participate on required conference calls, webinars and/or training conferences. Attend all Easterseals Oregon and HVRP required trainings.

Jointly facilitates the recruitment and hiring process with Director to fill vacant positions. Approves all staff time sheets and creates schedules that ensure office coverage is provided Monday-Friday 8:30am to 5pm.

Adhere to all Performance Measures mandated by Easterseals Oregon and Department of Labor VETS.

Recommend policies, procedures and alternatives that will result in meeting or exceeding program performance measures.

Monitor and review expenditures quarterly with Supervisor to ensure spending is meeting HVRP requirements.

Conduct performance evaluations and grant monitoring.

Meet regularly with supervisor to update on progress and performance of the Portalnd program.

Provide monthly and quarterly written reports.

Work cooperatively with funding partners and provide all reporting processes required monthly, quarterly and yearly.

Track, report and coordinate all grant goals and quarterly critical performance measures.

Coordinate with supervisors to maintain user accounts in multiple systems, including adding accounts for new users and quickly deactivating accounts for departing users.

Develop and maintain relationships with community partners, Oregon Employment Department, Workforce Investment Boards (WIB), and Department of Labor VETS.

Develop relationships with employers to aid in securing and maintaining employment for participants in HVRP.

Works collaboratively with Easterseals Oregon Administrative staff.

Approve all staff timesheets.

Create schedules that ensure office coverage is provided Monday-Friday 8:30am to 5pm.

Submit monthly timesheet, mileage and/or expense reports.

Assist with special projects and other duties as assigned.
Qualifications:
-
Bachelor’s degree preferred in business, social services, or other related field; years of experience in workforce development, career services, human resources will be accepted

Three years of supervisory experience preferred.

Strong written and verbal communication skills.

Effective organizational and leadership skills.

Proficient in MS Office and relational databases.
-
Experience working with Veterans, individuals with disabilities and/or dislocated workers.

A professional appearance and sensitivity to others.
-
Ability to work with individuals of varying incomes, skill levels, experiences and cultures.

Ability to manage multiple tasks simultaneously.
