Mark T. O'Toole, born Chicago, Illinois, July 5, 1960; admitted to bar, 1985, Illinois and U. S. District Court, Northern District of Illinois. Education: Miami University (B.S., 1982); Loyola University (J.D., 1985).
A founding partner of the law firm Foran O’Toole & Burke, LLC, Mark and his partners have built a statewide practice and a national reputation as champions of property owners’ rights. Mark is a frequent lecturer on eminent domain, condemnation and property rights including topics such as: Condemnees Perspective of Illinois New Eminent Domain Act; “Partial Takings - What’s a Taking and What’s it Worth?; “What’s It Worth – Who Wants to Know? – The Valuation of Real Property in Litigation.” Besides lecturing on property rights issues, Mark has authored numerous articles on various related subjects.
Mark is a former law clerk to Justice William G. Clark of the Illinois Supreme Court and Staff Counsel to the Speaker of the Illinois House of Representatives. Since leaving the speakers office, Mark has utilized his valuation background by serving as a Lobbyist to Fraternal Order of Police regarding pension structure, benefits and related issues.
Mark is a member of the Chicago, Illinois State and American Bar Associations. He lives in the DePaul neighborhood with his wife Amy and four children.
